County, State Parks reach air mitigation agreement on dunes


San Luis Obispo County The San Luis Obispo Air Pollution Control District (SLO County APCD) and State Parks Off-Highway Vehicle Division (OHV) have reached an agreement on a proposed mitigation approach to reduce particulate emissions at the Oceano Dunes State Vehicular Recreation Area (SVRA).  The proposed mitigation approach will be heard by the SLO County APCD Hearing Board on March 21, 2018, at 9 a.m. at the San Luis Obispo City Council Chambers (990 Palm Street in San Luis Obispo). 
If, after taking public comment, the APCD Hearing Board approves the proposed agreement, it will be incorporated into a legal document called a “Stipulated Order of Abatement” and become a requirement that will be overseen by the APCD Hearing Board.
The Agreement is based on a redesign of the SVRA to include foredunes that were historically vegetated.  The redesign, called a Public Works Plan, is currently being workshopped with all interested stakeholders.  It is a multi-year plan that will achieve emission reductions while allowing continued use of the SVRA and includes progressive particulate reductions each year while the SVRA is being redesigned.

Comments must be received by Monday, March 19 at 5 p.m. to be considered prior to the hearing.
